The vision came in prayer, confirmed in the account of Elijah on Mount Carmel, who declared rain after three and a half years of drought while the sky still held nothing but dust. Seven times his servant looked toward the sea. On the seventh, a cloud no wider than a man's hand rose from the water, and within hours the sky broke open (1 Kings 18:41-45).
